The ever-active politician, İlyas Sami Bey was born in Muş and went to Egypt for education at an early age. After successfully completing his studies he returned to Turkey and he began to serve at the Murat Paşa Mosque in İstanbul. While serving there he was elected to the Ottoman Parliament (Osmanlı Mebusan Meclisi) from the province of Muş. In the second and third terms of the Parliament he was also elected from the same province. In the meantime he taught Arabic in the Darülfünun at the Faculty of Literature between 13 October 1915 and 3 April 1919. When WWI ended he was arrested by the Allied Powers and sent to exile to Malta as a political prisoner. He was eventually freed by the initiatives of Turkish Grand National Assembly (TBMM). Upon his return to Turkey he was elected to the First and Second Terms of TBMM as the representative for the province of Muş. He continued his service from the province of Bitlis for the Third Term but he was not elected for the Fourth Term. On April 1, 1930 he retired from the public service. In the by-elections for the Fifth Term of TBMM he was elected from the province of Çoruh and he ended his political career in 1939. Despite being a parliament member of Kurdish origins he resisted the separationist activities in the late Ottoman Empire. He acted on the same grounds in the Turkish Parliament and believed in Turkish-Kurdish friendship. His parliamentary statements on the Armenian issue, on the other, carry great significance for our day. In his statements he not only cited reliable sources but also explained the realities based on his personal experiences. In this regard, this thesis sought to interpret and evaluate the intellectual life and parliamentary career of a man of politics who witnessed an important period of Turkish history in transition from the Empire to Republic. Özet: Bu tezde İlyas Sami Bey'in Parlamento faaliyetleri incelenmiştir. Çalışmanın amacı uzun yıllar siyasette bulunan bir şahsiyetin faaliyetlerini, fikirlerini ve tutumlarını tarih ilminin gerektirdiği objektif bir bakış açısıyla ortaya koymaktır. İlyas Sami Bey, Muş'ta doğmuştur. Eğitimi için Mısır'a gitmiştir. Medrese eğitimini başarı ile tamamlayarak Anadolu'ya dönmüş, İstanbul'da Murat Paşa Cami'sinde müderrislik görevinde bulunmuştur. Burada görevine devam ederken Osmanlı Mebusan Meclisi'nin Birinci Dönemi için Muş'tan Mebus seçilmiştir. İkinci ve üçüncü dönemlerde yine Muş mebusu olarak görev yapan İlyas Sami Bey bunun yanı sıra İstanbul Darülfünun Edebiyat Fakültesi'nde 13 Ekim 1915'ten 3 Nisan 1919 tarihine kadar Arapça müderrisi olarak görev yapmıştır. İtilaf Devletleri tarafından tutuklanarak Malta'ya gönderilmiş, TBMM Hükümetinin girişimleriyle serbest bırakılmıştır. Anadolu'ya dönen İlyas Sami Bey, TBMM'nin birinci ve ikinci döneminde Muş mebusu olarak yer almıştır. Üçüncü dönemde Bitlis'ten mebus olarak seçilmiş, dördüncü dönemde ise Meclis'te yer almamıştır. 1 Nisan 1930 tarihinde memuriyetten emekli olmuştur. Buna rağmen Osmanlı Devleti'ndeki ayrılıkçı faaliyetlere karşı çıkmıştır. TBMM çatısı altında da aynı düşüncede hareket etmiş, Kürt – Türk kardeşliğine inanan bir tutum sergilemiştir. İlyas Sami Bey'in Ermeni Tehciri ile ilgili Meclis'te yapmış olduğu açıklamaları günümüzdeki yansımaları açısından çok önemlidir. Kendisi yaşananlar hakkında hem kaynak göstermiş hem de şahit olduğu olayları hakikatlere dayanarak açıkladığını net bir şekilde beyan etmiştir. Bu tezde tarihin önemli bir bölümüne tanıklık etmiş, bu doğrultuda Osmanlıdan Türkiye Cumhuriyeti Devleti'ne geçiş dönemini yaşamış bir siyaset adamının parlamento faaliyetlerini ve düşünce yapısını değerlendirilmeye çalışılmıştır.
