21. yüzyılda globalleşmeyle değişen sivil toplum düşüncesi: Sivil toplumdan global sivil topluma

Abstract

Globalleşme süreci; ortaya çıkışından itibaren birçok alanda etkisini göstererek, pek çok değişim ve dönüşüme sebep olmuştur. Bu değişimlerin en önemlisi, hiç kuşkusuz sivil toplum kavramı üzerinde meydana gelen dönüşümdür. 1980'lerin bitiminde ve 1990'ların başlangıcında, globalleşme süreci canlılığını yitiren sivil toplumun tekrar gündeme gelmesini sağlamıştır. Bu tarihlerden itibaren sivil toplum, globalleşmenin etkisiyle yeni bir içerik ve ad değişimine uğramıştır. Ayrıca uluslararası arenada kendine yer edinmeye başlamıştır. Sivil toplum kavramı, ''global sivil toplum'' kavramı adı altında dünya gündeminde yer edinmeye başlamış ve tartışılır hale gelmiştir. Yapılan bu çalışmada, ''global sivil toplum'' kavramının neyi ifade ettiği ve globalleşme süreciyle olan etkileşimi incelenmiştir. Ayrıca, sivil toplum örgütlerinin (NGOs) globalleşmenin etkisiyle uluslararası arenada kendine yer bularak, global sivil toplumun aktörleri olarak nasıl karşımıza çıktığı gösterilmeye çalışılmıştır. Çalışmada, bazı uluslararası sivil toplum örgütlerine (INGOs) yer verilerek; bu örgütlerin hedefleri, faaliyetleri, amaçları, genel yapı ve özellikleri incelenmiştir. Ayrıca, global sivil toplumun tanımı, özellikleri ve tarihsel perspektifi ortaya konulmaya çalışılmıştır. Global sivil toplum kavramı incelenmeden önce sivil toplum kavramının tanım ve kavramsal çerçevesi, tarihsel perspektifi ve modern içeri incelenmiştir. Ayrıca sivil toplumu etkileyerek değişim ve dönüşüme zorlayan globalleşme süreci de bütün yönleriyle ayrıntılı olarak incelenmiştir. Böylece global sivil toplum kavramı anlaşılır kılınmaya çalışılmıştır. Global sivil toplumun, son on-on beş yılda ortaya çıkmasına rağmen literatürde nasıl kolayca yer bulduğu irdelenerek, bu kavram bütün yönleriyle ortaya konmaya çalışılmıştır

Globalization process, showing the impact in many areas since the emergence, has caused a lot of changes and transformations. The most important of these changes undoubtedly has occurred on the transformation of the concept of civil society. At the end of the 1980s and at the beginning of the 1990s, the globalization process has enabled to come back on the agenda of civil society which lost vitality. After this dates civil society has a new context and name with influence of globalisation process. In addition, civil society has started to place in the international arena. Civil society under the name the concept of ''global civil society'' has begun to place on the world agenda and has discussed. In these study, it has examined that the concept of ''global civil society'' what expressed and the process of globalisation interaction. In addition, it has tried to show that Non-Governmental Organizations (NGOs) have found how to place in the international arena by the influence of globalization and how come out of as the global civil society actors. In the study, some International Non-Governmental Organizations (INGOs) should be placed; these organizations goals, activities, objectives, the general structure and properties were investigated. In this context, the definition of a global civil society, tried to explain the features and historical perspective. Before reviewing the concept of global civil society, it has examined civil society's definitions and conceptual framework, historical perspective and modern context. Also, all aspects of globalization process have detailed that civil society by forcing change and transformation. Global civil society, despite the emergence in the last ten to fifteen years, has investigated to how easily found in the literature and tried to reveal all aspects of this concept.
