Abstract

Türk kültürü ve tarihi coğrafyası için oldukça önemli olan Türkistan bölgesi yayılmacı devletlerin etkin güç olabilmek için uzun yıllar mücadele ettiği stratejik bir alan olmuştur. Bu çalışmada amaç, İngiltere'nin ekonomik ve politik üstünlük sağlamak için coğrafi konum itibariyle stratejik bir öneme sahip olan Türkistan coğrafyası üzerindeki faaliyetlerini ve bununla birlikte bölgedeki Turancı ideolojiye yaklaşımını ortaya koymaktır. Bu çerçevede Türklerin ve İngilizlerin tarihsel süreç içerisindeki ilişkileri tespit edilmiş ve İngiltere'nin dış politikasını şekillendiren temel dinamikler değerlendirilmiştir. Çalışmada özellikle I.Dünya Savaşı (1914-1918) sürecinde İngiltere için Osmanlı topraklarında ve Türkistan bölgesinde Turancılık ideolojisinin neden özel bir araştırma konusu haline geldiği ve bu bağlamda İngiltere'nin bölgede Turancılığı etkin bir politik güç olarak görmesinin nedenleri analiz edilmiştir. Nitekim İttihat ve Terakkinin yönetime gelmesiyle yöneticilerin Pan-Türkist idealler ile hareket etmesi İngiltere'nin bölgedeki Turancılık ideolojisini bir tehdit olarak görmesine neden olmuştur. Elde edilen bilgiler neticesinde dönemin genel algısı, anlayışı tespit ve analiz edilmeye çalışılmış, İngiltere'nin Türkistan politikasını ve küresel anlamda tüm kaynakları kullanarak Turancı ideolojiye olan yaklaşımı arşiv kaynakları kapsamında değerlendirilmiş ve dönemin tarihi sürecine farklı ve özgün bakış açısı getirmek amacıyla çalışma oluşturulmuştur.

The Turkestan region, which is very important for Turkish culture and historical geography, has been a strategic region where expansionist states struggled to become the holistically effective power for many years. The aim of this study is therefore to reveal England's activities on the Turkistan geographical which has enormous strategic importance in terms of its location, in order to stamp a strong foothold therein by amplifying its bid for economic and political control and superiority, and also its approach – in the course of its occupation- towards the Turanist ideology in the region. It is in this context that the Turkish and British relations in the course of history got detremined and the basic dynamics that shape the foreign policy of England succincty evaluated. In this study, especially during the First Word War (1914-1918), the reason why Turanism ideology gained a spotlight for research by England in the Ottoman lands and the Turkistan region, and in the context of this research being studied, the reason why England saw Turanism as on effective political power tool in the regions were exhaustively analyzed. As a matter of fact, with the ascension to power of the committee of Union and Progress, the rulers acting based upon Pan-Turkism enormously affected England's administrative processes, hence the latter perceiving Turanism ideology in the region as a huge threat. The results obtained from the foregoing analyzed the general understanding and perception of the Turanism ideology, and England's Turkistan policies and it's approaches towards the ideology were evaluated within the scope of archival sources by means of globally available resources hence creating a study that will engender dynamic scope on the basis of different and original perspectives to the historical process of period being studied.
