Türk Milli Eğitim Sisteminin hedef programlama ile planlanması

Abstract

Bu çalışmanın temel amacı, milli eğitim sistemi için uygun bir hedef programlama modeli kurarak, bu modelin yönetsel kararlar vermede ve eğitim sisteminin ihtiyaçlarını belirlemede nasıl yardımcı olabileceğini ortaya koymaktır. Bu amaç çerçevesinde hedef programlama modelinin teorik yapısı açıklanmış ve Türk milli eğitim sistemi için modelin genel ifadesi oluşturulmuştur. Daha sonra milli eğitim stratejik planı çerçevesinde belirlenen hedefler doğrultusunda beş yıllık süreç için hedef programlama modeli kurulmuş ve model Lindo 6.1 paket programı ile çözülmüş ve sonuçlar tartışılmıştır. The main purpose of this study, by setting up a relevant goal programming model for the national education system, is to reveal that how this model can help on the administrative decision making and the requirements of the education system determining. With in the frame of this purpose, the theoretical structure of the method was explained and the general statement of the method was generated for Turkish national education system. Then, the goal programming model for five year plan was set up toward the determined goals with in the frame of the strategic plan of the national education and the model was solved by Lindo6.1 package program and the results were discussed.
