Korunmaya muhtaç çocuklar: Trabzon ili örneği üzerine bir alan araştırması

Abstract

Araştırmamızın temeli sosyal politika sorunları içerisinde yer alan korunmaya muhtaç çocuklar sorunu üzerine temellendirilmiştir. Korunmaya muhtaç çocuk bedensel, zihinsel, ahlaki, sosyal ve duygusal gelişimi ile kişisel güvenliği tehlikede olan, ihmal veya istismar edilen ya da suç mağduru olan çocuk olarak tanımlanmaktadır.Bu çalışmada Türkiye'de korunmaya muhtaç çocuk sorununun çözümünde teorikte olması gerekenlerin pratikte uygulanabilirliğini araştırdık. Buradan yola çıkarak çalışmamızın amacını Trabzon Erkek Yetiştirme Yurdu ve Sevgi Evi örneğini ele alarak, korunmaya muhtaç çocukların sorunlarını belirlemek ve bu sorunların çözümüne yönelik öneriler geliştirmek şeklinde ifade edebiliriz. Bu amaçla korunmaya muhtaç çocuklar sorununun Türkiye'de ne durumda olduğu ve nasıl çözülmesi gerektiğine dair sonuçlar ortaya çıkarmaya çalıştık.Çalışmamızda yöntem olarak durum çalışması (örnek olay) seçilmiştir. Teknik olarak ise doküman incelemesi ve mülakat tekniğinden yararlanılmıştır. Toplanan veriler içerik analizi yoluyla tanımlanmıştır. Böylece çalışmamız teorisiyle ve alan araştırmasıyla bütüncül bir yaklaşımla yürütülmüştür. Çalışmamızın sonucunda Türkiye'de korunmaya muhtaç çocuklar sorunun çözümünde teorikte uygulanması gerekenlerin pratikte kısmen uygulandığı tespit edilmiştir.

Our research is based on the problem of children who are in need of protection in social policy issues. The children who is in need of protection is described as a child whose physical, mental, moral, social and emotional development and personal security are at risk, neglected or exploited or as a child who is victim of crime.In this study, we researched the practical applicability of the theoretical needings at the solution of the problem of a children who is in need of protection. From this point, we can state the aim of our study as determining the problems of the children who are in need of protection and developing suggestions for the solution of these problems by handling Trabzon Male Edification and Affection Homes example. To this end, we tried to expose the results about, in what position the problem of the children in need of protection is in Turkey and how it must be solved.The case study is chosen as a method in our study. As technically, document observing and interview technics are benefited. The collected data is defined by content analysis. So our study is fulfilled with a holistic approach by its theory and field survey. At the end of our study, it is identified that the theoretical needings at the solution of the problem of the children in need of protection in Turkey are implemented partially in practic.
