Toplumsal Güvenliğin Sağlanması Kapsamında Nefret Suçlarının Önlenmesinde İletişimin Rolü

Abstract

Bu çalışmada günümüzün en tehlikeli toplumsal risklerinden biri olan nefret suçları ve bu suçlarının önlenmesinde iletişimin rolünün irdelenmesi amaçlanmıştır. Çalışmanın ilk aşamasında nefret suçları ile ilintili genel bilgilere yer verilmiştir. Daha sonra nefret suçlarının tanımı konusuna geçilmiştir. Bu doğrultuda suçun tanımına ilişkin uluslararası arenada bir birlikteliğin olmadığı sonucuna varılmıştır. Çalışmanın ilerleyen aşamalarında nefret suçlarının tarihsel gelişimi, çeşitli unsurları, medyadan etkilenmesi ve toplumun üzerindeki etkisi perspektiflerinden incelenmeye çalışılmıştır. Daha sonra çalışmanın ikinci kısmını oluşturan iletişim konusu ele alınmış ve genel olarak iletişim, iletişimin tanımı ve kapsamı, iletişimin unsurları ve son olarak ise iletişimin insan hayatındaki önemi ve yeri alt başlıklar halinde sunulmuştur. Sonrasında ise nefret suçlarının önlenmesinde iletişimin rolü incelenmeye çalışılmıştır. Konu ile ilintili olarak günümüzde çok işlenen ve yaygın olan nefret suçlarının arkasında iletişimsizliğin yattığı sonucuna ulaşılmıştır. Ayrıca bu minvalde toplumu nefret suçlarından arındırmak için iletişimin insanların arasında yayılması önem arz etmektedir. Çalışmanın sonunda konuyu toplumsal güvenlikle ilintilendirmek amacıyla nefret suçları, medya ve toplumsal güvenlik konusu irdelenerek sonuç ve değerlendirmelere geçilmiştir.

In this study, it has been aimed to analyze hate crimes which is one of the most dangerous societal risks nowadays. and the role of communication in preventing hate crimes. In the first part of the study, we tried to provide general information related to hate crimes. Then we moved on to the definition of hate crimes. Within this context we have reached the conclusion that the crime does not have an internationally accepted definition. In the developing stages of this study, we tried to examine the hate crimes, from the perspective of its historical background, elements, and the effect of media on it and its effects on the Community. Afterwards the concept of Communication has been discussed which is the second part of the study and Communication as a general concept, its definition, scope, elements and lastly the importance of communication in human life and its place has been presented as subheadings. After this we tried to examine the role of Communication in the prevention of Hate Crimes. Regarding this issue, we reached the conclusion that the lack of communication is the main reason behind the widespread hate crimes. Apart from this in order to purify the Community from Hate Crimes, it is very important that Communication takes place among people. At the end of the study in order to correlate the subject with societal Security, Hate crimes, media, societal Security matters have been analyzed and we then moved to the Result and evaluations.
