Büyükşehir İlçelerindeki Belediye Meclis Üyelerinin Profili Üzerine Bir Araştırma: Trabzon Örneği

Abstract

Municipal councilors play a key role both in terms of being the closest representatives to the people within the framework of local democracy and conveying their demands and complaints to the political system. Their position is effective in finding many studies on the profile of municipal councilors in the literature but these studies generally focus on the councilors in metropolitan or central sub-province municipalities. However, local democracy emphasizes the effectiveness of the units closest to the public (sub-province or town municipal councils). Therefore, the aim of the research, unlike other studies in the literature, is to reveal the profile of sub-provincial municipal councilors in metropolitan city and to compare it with the profiles of the councilor who are in the national council and the metropolitan municipality council in terms of representation. In this context, councilors of eighteen metropolitan sub-provincial municipal councils in the province of Trabzon were interviewed (272 people) and in the light of the distribution rates or arithmetic averages of the data obtained (gender, age, place of birth, education, occupation, knowledge of foreign language, experience of mukhtar or mayor and number of period of councilor), the councilor profile of the metropolitan sub-provincial municipalities in Trabzon province were determined. The findings suggest that the profile of municipal councilors in the sub-provinces is closer to the people represented, as opposed to national parliamentarians and metropolitan municipal councilors. Belediye meclis üyeleri, gerek yerel demokrasi çerçevesinde halka en yakın temsilciler olmaları, gerekse halkın yerel ölçekteki talep ve şikâyetlerini siyasal sisteme iletmeleri açısından kilit rol oynamaktadırlar. Literatürde belediye meclis üyelerinin profilini konu edinen birçok çalışmanın bulunmasında söz konusu konumları etkili olmaktadır, ancak bu çalışmalarda genellikle büyükşehir veya merkez ilçe belediyelerindeki meclis üyelerine odaklanıldığı görülmektedir. Oysa yerel demokrasi, halka en yakın olan birimlerin (ilçe veya belde belediye meclisleri) etkinliğine vurgu yapmaktadır. Buradan hareketle, araştırmanın amacı, literatürdeki diğer çalışmaların aksine, büyükşehirdeki ilçe belediye meclis üyelerinin profilini ortaya çıkarmak ve söz konusu profili temsil açısından ulusal meclis ve büyükşehir belediye meclisindeki üye profilleriyle karşılaştırmaktır. Bu bağlamda, Trabzon ilinde yer alan on sekiz büyükşehir ilçe belediye meclisinin üyeleriyle görüşülmüş (272 kişi) ve elde edilen verilerin (cinsiyet, yaş, doğum yeri, eğitim durumu, meslek, yabancı dil bilme durumu, muhtarlık veya belediye başkanlığı deneyimine sahip olma durumu ve meclis üyeliği dönem sayısı) dağılım oranları veya aritmetik ortalamaları ışığında genelde Trabzon ilinin, özelde ise söz konusu büyükşehir ilçe belediyelerinin meclis üyesi profili ortaya çıkarılmıştır. Ulaşılan bulgular, ilçelerdeki belediye meclis üyelerinin ulusal parlamenterlere ve büyükşehir belediye meclis üyelerine nazaran temsil edilen kesime daha yakın gözüktüğünü gözler önüne sermektedir.
