Rusya'nın İstanbu'u Ele Geçirme Planında İlginç Bir Teklif: İdare-i Mahsusa Vapurlarını Satın Alma Önerisi

Abstract

Tarih boyunca Rusya’nın dış politikasının en temel meselelerinden biri olan Boğazlar meselesi her ne kadar bilimsel literatürde oldukça geniş bir yer almış olsa da özellikle Sovyetler döneminde Rus arşivlerine ulaşımın neredeyse imkânsız olması nedeniyle bu konu da diğer konular gibi Türk araştırmacılar tarafından Rus arşivlerinden yararlanılarak yeterince ele alınamamış ve bu husustaki birçok detay da ortaya konulamamıştı. Ancak, 90’lı yıllardan sonra Sovyetler Birliği’nin yıkılmasıyla Rus arşivlerine ulaşımın mümkün olması ile birlikte birçok diğer konu gibi artık bu konuda da tarihi detaylar Rusya cephesinden ortaya konulabilmektedir. İşte bu makalenin kaleme alınması da Rus Filo arşivinde bulunan iki belgenin ortaya çıkmasıyla mümkün olabilmiştir. Söz konusu Arşiv belgelerinin tarihi 1896 yılına ait olup İstanbul’daki Rus Deniz Ataşesinin ana karargâha yazdığı raporlardır.

Though the issue of the Turkish straits, which is one of the most important issues of Russia's foreign policy throughout history, has taken a considerable place in the scientific literature, especially since it is almost impossible to access the Russian archives during the Soviet period, this issue, like many others, has not been sufficiently handled by Turkish researchers using Russian archives and many details of this issue could not be revealed as well. However, with the collapse of the Soviet Union and the access to Russian archives after the 90s, like many other issues, also for this issue historical details can be presented from Russian side. The writing of this article became possible thanks to the appearance of two documents in the archives of the Russian Fleet. The date of the archive documents is 1896 and they are the reports of the Russian Naval Attaché in Istanbul written to the main headquarter.
