Rusya'da iç siyaset: Seçimler, partiler, aktörler /

Abstract

Bu çalışmada, Rusya Federasyonu'nun kurulmasından günümüze kadar gelen süreçteki iç politikası aktörler, partiler ve seçimler olmak üzere üç parametre üzerinden incelenmiştir. Bu çerçevede, çalışmada Rusya Federasyonu'nda iç siyasetin farklı dönemlerde nasıl evrildiğini ve günümüzdeki halini aldığını; partilerin, aktörlerin ve seçimlerin bu dönüşümde ne gibi bir rol oynadıkları ele alınmıştır. Bu bağlamda bu tezin ana amacı Rus iç siyasetinde belirlenen üç dönemde bu üç prametrenin etki ve işleyişini ortaya koymaktır. Bununla birlikte, çalışmada 2000 yılından bugüne kadar ülke yönetimindeki otoriter yapının nasıl kurulduğu ve bu otoritenin iç politika üzerindeki etkisi ortaya koyulmaktır. Bu çalışma Rusya Federasyonu'nda iç siyasetin üç farklı dönemde farklılaşıp konsolide olduğunu ve Boris Yeltsin dönemi siyasi ortam ve politikalarının Putin'in gücünü konsolide etmesine yardımcı olduğunu öne sürmektedir. Çalışma sonucunda elde edilen bilgiler doğrultusunda Rusya Federasyonu'nda iktidar partisinin seçimleri büyük bir farkla kazanmasının nedenleri ortaya koyulmuştur. Ayrıca Vladimir Putin'in 2000 yılından bugüne ülkede istikrarı nasıl sağladığı, kendi otoritesini nasıl sağlamlaştırarak arttırdığı incelenmiştir.

This study examines the Russian domestic policy from its onset till today in terms of three parameters: actors, parties and elections. In this regard, the study investigates how the Russian domestic politics evolved and took its comtemporary form, and the role of domestic actors in this evolution. Related to this point, this dissertation's main aim is to manifest the impact of these three parameters in three pre-determined political periods. Hence the study explains how the authoritarian structure was formed since early 2000s and till today, and how this structure impacts domestic policy. This study argues that the domestic politics of Russia evolved and consolidated in three periods, and that the politics of Boris Yeltsin era helped Putin to consolidate his power. The findings of the study also documents the reasons why the governing party wins elections with huge margins. In addition the dissertation also investigates how Putin stabilized the country and increased his authority.
