Bu çalışmanın amacı, sivil toplum kuruluşlarının katılım aracı olup olmadıklarını ortaya koymaktır. Siyasal sistemlerde ve toplumsal yapılarda meydana gelen gelişmelerle birlikte sivil toplum kuruluşları, gerek ulusal gerekse uluslararası düzeyde, demokratik siyasal yaşam için giderek daha da önemli hale gelmişlerdir. Bu sonucu ortaya çıkaran nedenlerin neler olduğu hakkında, katılım düzeyleriyle ilgili farklı görüşler vardır.
